What lights are needed to start flowers inside?

I wanted to know what are the cheapest light you can use to start flowers inside. I am growing petulia's. thanks

Grow lights, the can be purchased at a retail home center. I have a overhead fixture that holds 2 long tube grow lights.
Reply:You dont need light to start most seeds. Most seeds germinate from warmth not light. Try a heating pad set on low under the seed tray or just place it in a warm spot in your house. Like some refrigerator tops are warm because of the warm air blown out the back by the motor fan. But indirect sunlight or direct sunlight in a window will do fine when they start getting more than a few inches tall.
